CONSULTANCY SERVICES TO PROVIDE A SOLUTION DESIGN AND ROAD MAP FOR

THE BANK-WIDE IMPLEMENTATION OF ENTERPRISE CONTENT MANAGEMENT

REQUEST FOR EXPRESSIONS OF INTEREST

The Caribbean Development Bank (CDB) has allocated financing towards the cost of a solution design and road map for its Bank-wide implementation of Enterprise Content Management (ECM) and intends to award a contract for the above-mentioned services. Payments shall not be made to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

CDB now wishes to procure consultancy services to provide a solution design and road map for its Bank-wide implementation of Enterprise Content Management.

The objective of the consultancy is to engage the services of a suitable firm to work with the CDB ECM Project team and key stakeholders develop a comprehensive solution design and road map. The solution design and road map will subsequently be used to deliver all aspects of the Bank-wide ECM implementation project. The full Terms of Reference for the assignment can be requested from the address below. The duration of the assignment is expected to be for a period of two months.

CDB now invites interested firms to submit Expressions of Interest for the provision of these consultancy services.

Submissions must include:

  1. A summary of the overall approach to the execution of the engagement.
  2. A listing of projects completed within the last five years of similar scope to that requested within the Terms of Reference, including three client references. Include the following information: company name; contact person; telephone number; email address, fax number and address.
  3. Résumé(s) of the consultant(s) proposed to execute this engagement; include education and qualifications, general and specific experience with services requested and abilities to perform the services being requested.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, experience on engagement of similar scope, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the address below between 9:00 and 16:00 hours Monday to Friday.

Expressions of Interest must be submitted in English electronically by email to: ecmproject@caribank.org, in PDF format no later than 16:00 hours, Barbados time on Wednesday, August 9, 2017. The email subject line should state “Expression of Interest – Consultancy Services to Provide a Solution Design and Road Map for the Bank-Wide Implementation of Enterprise Content Management” and the email body must state the name and address of the applicant. The Expression of Interest will be deemed to have been received at the time that it is received by CDB. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the bidder’s computer. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.

The selection method shall be Consultants’ Qualifications selection. Therefore, following the assessment of submissions, firms shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected firm shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
