Current trade and technological conflicts between the world\u2019s largest economies are reviving trade protectionism.<\/p>\n

At the same time, non-tariff measures (NTMs) and trade-affecting regulations, have risen in recent years, according to\u00a0UNCTAD data.<\/p>\n

NTMs are policy measures \u2014 other than ordinary customs tariffs \u2014 that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both.<\/p>\n

Today there are more than 50,000 such measures in place.<\/p>\n

NTMs and regulatory policies are at the centre of global trade talks, affecting some 90% of world trade and all areas of our everyday lives.<\/p>\n

Meeting these complex and often opaque rules requires significant resources. To address this challenge, regulatory cooperation at the regional and multilateral level is critical.<\/p>\n

UNCTAD organizes the\u00a0NTMs Week<\/a>\u00a0each year to facilitate the much-needed cooperation. This year\u2019s event, the fifth edition, took place 14 and 15 October at the Palais des Nations in Geneva, Switzerland.<\/p>\n

It focused on how to use NTMs as a tool to foster market access and sustainable development.<\/p>\n

\u201cTen out of 17 sustainable development goals (SDGs) are directly affected by NTMs,\u201d said UNCTAD\u2019s chief of trade information, Ralf Peters.<\/p>\n

The 2019 NTMs Week focused on identifying good practices as well as regional and multilateral cooperation strategies to ensure NTMs serve their legitimate social or environmental purposes while not unnecessarily and negatively affecting trade and investment.<\/p>\n

Benefits of regulatory cooperation<\/h3>\n

\u201cRegulatory cooperation reduces costs of trading by 25% without compromising public policy objectives that protect safety, health and environment,\u201d Christian Knebel from UNCTAD\u2019s trade division said.<\/p>\n

Experts from international standards-setting bodies, international organizations, researchers and traders will examine policy initiatives around national and regional regulatory coherence and cooperation.<\/p>\n

Sessions will cover topics such as the costs and benefits associated with NTMs from a sustainable development perspective, trade tensions beyond trade wars and e-commerce.<\/p>\n

The event will look at ways of reporting and eliminating \u2018ugly\u2019 NTMs, promoting transparency in trade regulations and replicating lessons being learned from the African Continental Free Trade Area\u2019s mechanism for reporting, monitoring and eliminating non-tariff barriers.<\/p>\n

The experts will also launch a new approach to measure links between NTMs and environmental goals and SDGs in general.<\/p>\n

The approach has been jointly developed by UNCTAD and the United Nations Economic and Social Commission for Asia and the Pacific in the latter\u2019s flagship publication, \u201cThe Asia-Pacific Trade and Investment Report<\/a>\u201d, jointly written with UNCTAD this year.<\/p>\n

The event also celebrates the recognition of the\u00a0Multi-Agency Support Team<\/a>\u00a0classification by the UN Statistical Commission with its 193 member states as an\u00a0official international classification of NTMs.<\/p>\n
