The system will allow certain processes within the Customs Department that normally took two to three hours to complete, to be completed within a few minutes, thus making trade in the Bahamas much easier. \u00a0To access the new system one must first register online at\u00a0<a href=\"https:\/\/www.besw.gov.bs\/TFBSEW\/registration\/registrationPage.jsp\" target=\"_blank\" rel=\"noopener\">https:\/\/www.besw.gov.bs\/TFBSEW\/registration\/registrationPage.jsp<\/a><\/p>\n<p><strong>Click2Clear<\/strong>\u00a0is a system for the<strong>\u00a0Import and Export<\/strong>\u00a0of\u00a0<strong>Cargo\u00a0Only<\/strong>.\u00a0This does\u00a0<strong>not\u00a0<\/strong>include\u00a0<strong>baggage claim<\/strong>\u00a0after returning from vacation or travel abroad. For instance, ordering online either by air or sea for companies like MailBoat, FedEx, ZipX, DHL etc\u2026<\/p>\n<h4>The following information is required for registration for companies \u2013<\/h4>\n<ul>\n<li>Certificate of Registration (TIN)<\/li>\n<li>Compliance certificate<\/li>\n<li>Current Business License<\/li>\n<li>Broker License<\/li>\n<li>Identification<\/li>\n<li>List of clientele<\/li>\n<\/ul>\n<h4>The soft launch took place in August, 2018 beginning with Air Cargo Manifests. \u00a0The full launch will include but not be limited to:<\/h4>\n<ul>\n<li>Sea Manifests \u2013 this includes adding\/uploading master Manifests,<\/li>\n<li>Adding or uploading supplementary Manifests<\/li>\n<li>Submitting Declarations<\/li>\n<li>Temporary Import \/Export Requests<\/li>\n<li>Refunds<\/li>\n<li>Warehousing<\/li>\n<li>Cargo Movement Requests<\/li>\n<li>Online Payment Methods<\/li>\n<\/ul>\n<h4>This launch is pending and is scheduled to be launched later in the year 2019.<\/h4>\n<p><strong>Click2Clear<\/strong> <strong>(C2C)<\/strong>\u00a0is equipped with a robust risk module, which allows\u00a0<strong>C2C<\/strong>\u00a0to instantaneously check a declaration submitted into it. In an effort to modernize the Department, our focus will change to post entry checking rather than pre entry checking which is centered around trade facilitation.<\/p>\n<p>The Government of the Bahamas with the assistance of the Inter-American Bank (IADB or IDB) is implementing a trade sector support program. \u00a0The overall objective of the program is to improve the operational efficiency of the Customs and Excise Department (CED) and to prepare the Government of the Bahamas for accession to the World Trade Organization.<\/p>\n<h4>The program is divided into three components:<\/h4>\n<ol>\n<li><strong>Strengthening the Customs Management<\/strong>\u00a0through modernizing the organizational structure and our human resources capabilities.<\/li>\n<li><strong>Modernizing Customs Operations<\/strong>\u00a0\u2013 hence the establishment of the\u00a0Click2Clear\u00a0interface.<\/li>\n<li><strong>Enhancement of International Trade Institutional Platform<\/strong>\u00a0which is being Component 2 the single largest component of the program, contains 4 areas of activity\n<ul>\n<li>Business Process re-engineering<\/li>\n<li>Customs Automated Management System<\/li>\n<li>Strengthening border control and security<\/li>\n<li>Trade Facilitation<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>There are stakeholders connected to the\u00a0<strong>C2C<\/strong>; Stakeholders are the persons who have interest or concerns in the business of the Customs Department. \u00a0This would include all concerned citizens and all businesses within The Commonwealth of The Bahamas.
